The US non-profit organization Textile Exchange has launched a new organic certification standard, The Organic Content Standard (OCS). The standard regulates the entire organic industry chain by tracking the cultivation of organic raw materials. According to Textile Exchange, OCS will replace the existing OE (Organic Exchange) blending standard. In addition, OCS will be used to validate a variety of organically grown materials, not just organic cotton.

GOTS Certification - Global Organic Textile Standard Certification:

Global Organic Textile Certification Standard Certification – The main definition of GOTS certification is to ensure the organic state of textiles, including the harvesting of raw materials, the production of environmental and social responsibility, and the identification to ensure consumer information about the product.

This standard has provisions for the processing, manufacturing, packaging, labeling, import, export and distribution of organic textiles. Final products may include, but are not limited to, fiber products, yarns, fabrics, clothing, and home textiles. This standard only focuses on mandatory requirements.

Certification target: textiles made from organic natural fibers

Certification scope: GOTs product production management, environmental protection, social responsibility

Product requirements: Contains 70% organic natural fiber, does not allow blending, up to 10% synthetic or recycled fiber (sports products can contain up to 25% of synthetic or regenerated fibers), without genetically modified fibers.

There are three main differences between OCS certification and GOTS certification:

1. OCS is only the production management of products, and GOTS does include three aspects; product production management, environmental protection, and social responsibility.

2. The two certification objects are different: OCS certification is the use of non-food products produced with approved organic raw materials. GOTS is limited to textiles made from organic natural fibers.

3. Different raw material requirements: OCS contains more than 5% of raw materials that meet the recognized organic standards, while GOTS requires more stringent requirements. It requires 70% organic natural fibers, no blending, and up to 10% synthetic or recycled fiber. (Sports products can contain up to 25% of synthetic or regenerated fibers) without the use of genetically modified fibers.

Textile Exchange is an international, member-supported, non-profit organization that was established in2003 under the original name of Organic Exchange. Textile Exchange operates internationally and is com-mitted to the responsible expansion of both organic cotton and all other sustainable textile value chains.

In 2007 Organic Exchange developed the OE 100 and OE Blended standards to verify the organic cottoncontent claims on products. The standards established a system for tracking and documenting the pur-chase, handling and use of certified organic cotton fiber. Since then there has been a need for a broaderorganic standard that would support content claims for all organic inputs, not just cotton. To meet thisneed, Textile Exchange has developed the Organic Content Standard (OCS), based on the generic chain ofcustody requirements of the Content Claim Standard (CCS).

The CCS and OCS were written by Textile Exchange. The first draft of the CCS was put out for review andcomment by professionals from the certification community. The final drafts of both standards were reviewed and approved by the Outdoor Industry Association Materials Traceability Working Group.

It tracks the flow of a rawmaterial from the source to the final product and this process is certified by an accredited third party. Itallows for transparent, consistent and comprehensive independent evaluation and verification of organic material content claims on products. It can be used as a business-to-business tool to give companies the means to ensure that they are getting what they are paying for and selling.

The Standard does not cover the certification of the raw material itself - that will be verified independently of the production process certification. It also does not address other inputs, environmentalaspects of processing (such as energy, water or chemical use), any social issues or legal compliance. The benefits of this Standard are that organic claims made on final products can be fully backed up through third party certification, transparency is increased, and consumer trust is improved. The Industry will have a clear and uniform process, leading to greater consistency, efficiency and integrity.

Intended users of the OCS are manufacturers, brands and retailers, certification bodies, and organiza-tions supporting organic initiatives. This is a voluntary standard that is not intended to replace the legalor regulatory requirements of any country. It is the responsibility of each operation to demonstrate com-pliance with all applicable laws and regulations related to marketing, labor and business practices.

OCS and CCS

The OCS uses the chain of custody requirements of the Content Claim Standard (CCS), combined withclear requirements for the use of certified organic inputs and rules regarding logo use and labellingclaims. The CCS is a generic chain of custody standard being used for the chain of custody requirementsfor a number of standards, including the OCS, Recycled Content Standard (RCS) and Global Recycled Standard (GRS). By having a common set of requirements across these standards, we are contributing to the consistency and efficiency of the certification process. Once a company has been certified to the CCS requirements for one standard, this means that they meet the same chain of custody requirements for other standards based on the CCS.

The OCS certification standard is a private standard and the standards development organization is the Textile Exchange (‘TE’). The organization is a textile trading association is a membership-based international non-profit organization. The organization's mission is to encourage people to accelerate their participation in, and create conditions for, the practice of sustainable textile value chains.
